Concurrent proposal requests could select the same candidate. An opt-in SQLite ledger now reserves selection in one transaction, and request IDs recover the original proposal after interrupted exports. Read-only previews remain available.
Validation: 17 tests passed, including concurrent processes, rollback, and retry recovery;
git diff --checkpassed.
